So which launch vehicle are we using again?

I do not know if anyone else is wondering this, but which vehicle are we using for Orion?  I see everyone talking about the Shuttle Derived Launch Vehicle but that will not be operational for quite some time, plus funding.
Has the go ahead been given to man-rate the Delta-IV Heavy or the Atlas 5?  Is everyone waiting for the election?  The only thing I have read about the 2013 NASA budget is the SDLV and Orion but nothing about the smaller rockets.  Has everything in LEO gone private?

I'm kind of expecting LEO launches to be handled by SpaceX. I don't know if that's good or bad, but it seems to be where things are headed.

Sorry, I mistyped SDLV when I should have said SLS.  The SDLV was the program offered at the Augustine Commission to use the existing shuttle's external tank, SRB and SSMEs.
