This is a big deal in my book. I wonder if ESA will stop using other models of their Ariane rockets and go with the cheaper Soyuz rocket? Does anyone know if the Europeans have license to build their own variants of the Soyuz rocket?

Well, the Ariane 5 still lifts significantly more than the Soyuz, so I expect to see it remain in use for a while yet, but I can see the Soyuz taking over the mid-sized (3 to 7 tonne) range.
